Standards for Eligibility of Other Identity Verification Criteria for the
Dream Field Comprehensive Support Program Subsidy and Incentive Scheme

Purpose:
In recent years, there have been significant changes in families and society, resulting in a gap between the stability-based welfare regulations and discretion and the actual needs of students. If the discretionary criteria fail to keep up with the times, students may be caught in a situation on the fringes of the system and resources.
CSW carries out student campus life adaptation and counseling work, assisting students with counseling needs based on the "Other identity verification criteria approved by the school" under the Dream Field Comprehensive Support Program of National Taiwan University (referred to as the "Dream Field Program" hereinafter). This standard is specifically formulated for the assessment and discretion of the campus advisors of CSW.
- Scope of Application:
This standard applies to the subsidy scope, amount, and forms as stipulated in the subsidy regulations of the Dream Field Comprehensive Support Program at National Taiwan University.
- Criteria for Special Counseling Needs:
- The student is enrolled at our university and falls under one of the following situations.
- In the calculation of family income, if any of the following situations cause the student to face economic disadvantage and living difficulties, and the remaining household income and assets meet the economic disadvantage conditions listed in Article 3 of the Dream Field Program, the "Other identity verification" under this standard shall apply:
- The person responsible for supporting the student is missing and cannot be located, unable to provide support, or refuses to fulfill the support obligation. The assessment by the social department of each county or city government confirms that it has affected the student's life.
- The student is a child of a single-parent family due to divorce or divorce by agreement, and one party responsible for supporting the student fails to fulfill the support obligation and a civil lawsuit for support payment has been filed.
- The student's immediate blood relatives have applied for a protection order, completed the registration of divorce by agreement, or filed for divorce due to family violence, and one party responsible for supporting the student fails to fulfill the support obligation.
- The student is under 25 years old and, due to their parents' divorce, their father or mother, with whom they have no contact or shared living, fails to provide assistance.
- The student is under 25 years old, and their parents fail to fulfill the support obligation. The student is under the guardianship or care of grandparents or other relatives, and the conditions specified in Article 1118 and 1119 of the Civil Code have caused the student to be inadequately cared for.
- Students who are independently living and experiencing difficulties due to the following circumstances:
- The student is subjected to domestic violence by relatives within the third degree, has applied for a protection order, but the party responsible for support has not fulfilled the support obligation.
- The student is underage and married, separated from their family as per Article 1127 of the Civil Code. A divorce has been issued by the court or agreed upon, and the party responsible for support has failed to fulfill the support obligation, and a civil lawsuit for support payment has been filed.
- For other situations not explicitly mentioned above, if it is assessed and confirmed that there is a genuine need.
- Assessment Criteria:
- Students should provide relevant supporting documents such as mediation records from the district office, court litigation documents, or other proof documents for the application items specified in the previous section.
- For applications related to "failure to fulfill the support obligation" as stipulated in the second item of the previous section, subparagraphs one, two, four, five, or the second item of the third section, relevant proof from the Ministry of Health and Welfare on vulnerable families, police verification of loss of contact, or court litigation documents should be included.
- For applicants as specified in the second item of the previous section, subparagraph three, or the first item of the third section, a protection order, complaint, or other evidence of domestic violence should be included.
- Through face-to-face or telephone interviews with the campus advisors of CSW, it is assessed that the student meets the situations listed in the previous sections. If official proof documents are difficult to obtain due to specific circumstances, an assessment report form may be used as an attachment to provide assessment information. The evaluation should be reviewed by the campus advisors involved and approved by the director of CSW, and can be used as an "Other proof document" as referred to in the first item of this section.
- Assessment Procedure:
After a student submits a request, the campus advisors of CSW will review it according to the provisions in Sections 3 and 4 of this standard. The assessment results will be submitted in the form of an evaluation report attached. After being approved by the director of CSW, it will be reported to the Dean of Student Affairs to categorize the student under "Other identity" and assist them in applying for the applicable award program under the Dream Field Comprehensive Support Program.
- Timeframe for Special Counseling Needs:
After a student's request is approved and categorized under "Other identity" for the first time, their identity will be valid for one academic year (two consecutive semesters) as a principle. Upon expiration, if the student's needs still exist, they may be reassessed and extended. Each subsequent extension is limited to one semester, and a reassessment is required at the end of each semester to continue the extension.
In the case of "one academic year (two consecutive semesters)" mentioned above, if a student applies for a leave of absence during any semester, their categorization under "Other identity" will cease from the start of the leave of absence, and the reassessment process needs to be restarted upon resuming studies.
- Applicants bear legal responsibility, and if it is found through review that their identity does not match or the information is falsified, the university may revoke their award eligibility and recover the award.
- At the end of each semester, CSW will consolidate the number of users and service overview, and conduct relevant evaluations or case closure work according to the counseling schedule.
- This standard is approved by the administrative team of CSW and will be implemented from the date of publication.
